Direktorica Europskog ureda Američke administracije za hranu i lijekove (U.S. Food & Drug Administartion – U.S. FDA) sa sjedištem u Bruxellesu, dr.sc. Ritu Nalubola s U.S.FDA savjetnicima Alessandrom Fiorellijem i Claudiom Louati, uz prisustvo Andreje Mišir, djelatnice Veleposlanstva Sjedinjenih Američkih Država (SAD) u Zagrebu, održala je sastanak s predstavnicima Hrvatske agencije za poljoprivredu i hranu (HAPIH). Na sastanku u zagrebačkom uredu HAPIH-a su bili prisutni predstavnici Centra za sigurnost hrane – voditelj Centra dr.sc. Dražen Knežević i stručna savjetnica specijalistica dr. sc. Brigita Hengl, te voditeljica Centra za zaštitu bilja dr. sc. Zdravka Sever.
Gostima su predstavljene HAPIH-ove djelatnosti, organizacijske strukture i zemljopisne rasprostranjenosti područnih ureda u Hrvatskoj, nakon čega je dr. sc. Ritu Nalubola ukratko predstavila način rada i područje djelovanja U.S.FDA. Naglasak je stavila na dijeljenje informacija o procesu prepoznavanja i usporedivosti sustava sigurnosti hrane između SAD-a i drugih država. Na području Europske unije do sada su predstavnici U.S. FDA u kontekstu procesa prepoznavanja i usporedivosti sustava posjetili šest država članica EU-a. Ovim se procesom nastoji u suradnji s nacionalnim nadležnim tijelima provesti temeljite procjene međusobnih domaćih sustava sigurnosti hrane. Ako U.S. FDA i nadležna tijela država članica EU zaključe da su njihovi sustavi sigurnosti hrane usporedivi, potpisuju sporazum o priznavanju sustava, koji ukazuje da imaju povjerenja u međusobne sustave sigurnosti hrane i dopušta im da iskoriste međusobne regulatorne sustave i aktivnosti za upravljanje sigurnošću hrane. Priznavanje sustava je dobrovoljno i nije potrebno kako bi zemlja izvozila hranu u SAD.
U nastavku razgovora, detaljnije se raspravljalo o sustavu sigurnosti hrane u Hrvatskoj, propisima Europske unije, Sustavu brzog uzbunjivanja za hranu i hranu i hranu za životinje (RASFF) i informiranju javnosti o povlačenju i opozivu hrane, o suradnji HAPIH-a s Europskom agencijom za sigurnost hrane (EFSA) i djelokrugu rada i ulozi EFSA Focal Point, kao i sudjelovanja u ostalim EFSA-inim znanstvenim mrežama. U zadnjem dijelu sastanka raspravljalo se o trenutnoj situaciji u SAD-u i Republici Hrvatskoj vezanoj za stavove i propise o THC i CBD, biotehnološkim laboratorijima i GMO-u, kao i o primjeni WGS metode u epidemijama koje se prenose hranom.
Na kraju susreta izražena je otvorenost i spremnost za nastavak razgovora, dijeljenje spoznaja u području sigurnosti hrane i mogućnost uspostave konkretnih oblika suradnje.

Ritu Nalubola, PhD, Director of the Brussels-based European Food & Drug Administration (U.S. FDA), together with policy advisers Alessandro Fiorelli and Claudia Louati, and Andreja Misir, a staff member of the United States Embassy, held a meeting in Zagreb with representatives of the Croatian Agency for Agriculture and Food, as for the Center for Food Safety – Dražen Knežević, PhD, Head of the Center and Brigita Hengl, specialist expert advisor and for the Center for Plant Protection – Zdravka Sever, PhD, Head of the Center.
After the presentation of HAPIH’s activities, organizational structure and geographical distribution of regional offices in Croatia, Ritu Nalubola PhD, Director of the FDA European Office, briefly presented the mode of operation, responsibilities and scope of the U.S. FDA. She emphasized the sharing of information on the process of recognition and comparability of food safety systems between the United States and other states. In the European Union, representatives of the U.S. FDA have so far visited six EU Member States in the context of the system recognition and comparability process. Through the process of recognition and comparability of the US system, the FDA seeks to conduct thorough assessments of national food safety systems in cooperation with national authorities. If the U.S. FDA and the competent authorities of the EU member states conclude that their food safety systems are comparable, they sign a system recognition agreement, which indicates that they trust each other’s food safety systems and allows them to take advantage of mutual regulatory systems and food safety management activities. Recognition of the system is voluntary and not required for a country to export food to the United States.
In the later discussion, the food safety system in Croatia, EU regulations, the Rapid Alert System for Food and Food and Feed (RASFF system) and public informing on food withdrawal and recall, HAPIH’s cooperation with the European Agency Food Safety (EFSA) were discussed in more detail, as well as the scope and role of EFSA Focal Point and HAPIH participation in other EFSA science networks.
In the last part of the meeting participant discussed on the current situation in the United States and the Republic of Croatia regarding attitudes and regulations on THC and CBA, biotechnology laboratories and GMOs, as well as the application of the WGS method in food-borne outbreaks.
At the end of the meeting, both parts expressed openness and readiness to continue the conversation and share experience and knowledge in the field of food safety and the possibility of establishing concrete cooperation.
